PERIOD 2016 to 2019 IS THE TIMELINE WHEN NEW PARTNERS WITH CSIS TOOK OVER – ORGANIZED CRIME OPERATION.
Under the directorship of New Partners (CSIS), GUERTIN mother and SON ran for approximately 220 consecutive days. LOUIS GUERTIN did cameo appearance portraying himself as a SAVIOR. BOUVIER from CSIS for 120 days.

Once he knew they were after him, luring became impossible using “Predators turned Savior” tactics. When the predators were uncovered, they switched to kidnaps and other malicious subterfuge such as medical and court frauds – GRAB Ops Strategies 2, 3, 4.

WHY DID A NEW PLAN OF ACTION BEGIN in 2016?
SHORT ANSWER:
Before 2016, the GUERTIN and Family were out to exterminate me from his life, to divide, not to kill me. But, since July 2014, we had found a way to keep them away from us.
Then by late 2015, new partners joined the crime circle and the game was back on. This time first choice was to terminate me (death) as means to seize Mark Smith “grab him”.
LONG ANSWER:
Perhaps the new partnership made an offer the GUERTIN could not refuse and maybe they came to GUERTIN claiming I was a person of interest. Making it seem that the GUERTIN would somehow help CSIS partners in capturing me – – – but wait a minute, not a capture it was to be a life termination.
GUERTIN would have felt safe “no comebacks” and perhaps that why at first they stayed in the side lines (2016) waiting for the job to be done by the new partners >> Plan A in 2017 (mid-October 2017 – kidnap for my disappearance not for a ransom) but it failed.
Or perhaps the new partnership was presented like a contractual offering – and since the GUERTIN were on standstill “stopped” since July 2014, they jumped on the offer. Let the new partners terminate Champagne and it would be to GUERTIN’s advantage – after all I was the obstacle since I’d come in his life (2009).
I strongly suspect GUERTIN were in no position to refuse either way – Think of it this way >> Are you going to tell CSIS to leave you alone so that you can carry on with your criminal agenda and just go on your merry way? I don’t think so. Now that they knew, you had to bring them in because not doing so was a great risk >> Don’t want us in? no problem, we are going to bust you.
New partners had/has power and weight in governmental, law and intelligence community. They used CSIS resources and assets at forefront without fear of retribution “in a power seat”.
They offered resources such as 24/7 communication interception technology including geo-location inside / outside the house. Also, they were In position of power to authorize air command of black helicopters (OPP and military) “on demand – top priority”. And to crown off, they were psy warfare knowledgeable – experienced in psyop tactics and techniques.
Criminals with badges leveraging government networks, intelligence, security, criminal and law systems to carry out illegal and criminal operations. There is a criminal network riding under the CSIS umbrella.
Instead of busting GUERTIN and Family, they took a piece of the action and took over the operation.
The New Partners strategic plan from day one was to terminate Lyn Champagne (me) as means to grab Mark Smith. There seemed to be a double agenda, my termination under the Mark Smith GUERTIN operation.
I got the sense, that at the beginning, everyone in the crime circle thought this was going to be easy. The new partners would take care of it and at first, they did, without involving GUERTIN nor Family – Then it changed because I would counteract them from one operation to the next. These occurrences are fully detailed (link below).
When stopping an operation, within days, they would come up with the next ploy, so on and so forth. They went down the rabbit’s hole >> I secretly recorded over 145 full-length audio recordings to show the trail of chaos caused by GUERTIN, FAMILY and CSIS.
New partners hid behind the curtain in control of the criminal operation, handling the GUERTIN like programmed automatons to obey execution orders. The puppet master had first hand Intel knowledge (monitoring) and most likely fed the GUERTIN whatever story line was required to tweak them into action.
The GUERTIN soon found themselves at forefront maliciously playing out false flag operations under directorship of their new partners. They became puppets.
CSIS henchmen, the GUERTIN clan including certain Family members got sucked in and incriminated themselves.

Why did we keep Family and GUERTIN away since July 2014?
On 13 July 2014, things changed. I sent this email to Nicole PERIARD’s cousin – PERIARD is Mark’s sister and point of contact with GUERTIN since 1992. The email was a list of crimes by Nicole PERIARD. The cousin forwarded it to Bobby LAVERGNE who forwarded it to a wide audience. Within two weeks, they were evicted and ran out of Rockland, Ontario. Nicole PERIARD and LAVERGNE completely stopped using us in chaos story-lines. Now they feared me and even refrained to mention my name with company – people noticed.
From 2009 until July 2014, the family, more specifically, Nicole PERIARD and Theresa LAVERGNE were Chaos Creators by false flagging, disinformation, calling police under false pretense, pitting people one against the other, abusive, best to be avoided. The GUERTIN lurked in the background. The name of the game was to break our relationship – get me out of his life.
Here are two examples to the intensity of chaos
In 2011, Michelle GUERTIN forged a warrant for the arrest of Mark Smith. He did extensive jail time under false pretense – source verifiable. Also in 2011, Nicole PERIARD called police under false pretense trying to get me criminally charged – a fabricated story (source verifiable – 2 witnesses).
Since Fall 2012, Jean-Louis LAVERGNE and Theresa LAVERGNE claimed that Mark was beneficiary to the LAVERGNE Estate. As time went by, Jean-Louis LAVERGNE and Theresa LAVERGNE maintained a timeline of dates and excuses for delays – Mark did not question it.
After 25 October 2016, Mark was lulled to believe Michelle GUERTIN was responsible for the release of his share – Michelle and Anton GUERTIN “the SON” used it as a “dangling carrot” in their false flag operation.
In late 2015, things changed – the FAMILY which had been kept at bay since July 2014, started to resurface in our lives. By 2 January 2016, the family was back as chaos creators now with a bravado. What had change? The new alliance GUERTIN had formed with a new partner.
